The Institute of Policy and Strategy for Agriculture and Rural development (IPSARD) is assigned as an implementation agency for the Agro-insurance project with a Project Management Unit (PMU) based in the Institute. In order to deploy the activities of the project, PMU is looking for experienced and qualified Vietnamese candidates for the position of project coordinatorand project accountant working in Hanoi:
1. 01 PROJECT COORDINATOR
Responsibilities:
· Work with donor and report on the activities of the project as required;
· Liaise, coordinate and work with partners, local authorities, ministries, relating organizations and agencies to implement activities of the project;
· Set up a monitoring and evaluation practice for the project so as to enable based steering of project implementation;
· Design and make action and financial plans for smoothly execution of the project;
· Monitor and make progress report and operation report of the project implementation according to current Vietnam government and Donor’s regulation
· Organize activities in the frame of the project: events, training courses, workshops, etc;
· Team management and coordination;
· Assist Project Management Unit (PMU) in day-to-day activities and as required;
· Communicate the project plans, progress and results to stakeholders in collaboration with the international advisers;
· Maintain good relationship with partners and to participate in public presentations of project achievements.
Requirements
· Bachelor degree or equivalent qualification in agriculture, economics, business or project management (Master degree is an advantage)
· At least 5 years working experience as team leader/coordinator in agriculture and rural development sector
· Minimum of 5 years experience in working with ODA Projects, NGOs, decision and policy makers
· Ability to work autonomously and lead a team,
· Ability to work under pressure and meet deadlines
· Competence in problem solving
· Fluent in written and spoken English
· Competent in using Windows application software

Duration time: tentatively from August 2013 to June 2015
Salary
• The salary is defined by experience and capability of the applicants according to current UN-EU guideline for financing of local costs in cooperation development with Vietnam with the gross maximum of 650 EUR/month.
2. 01 PROJECT ACCOUNTANT
Responsibilities:
· Carry out periodical accounting and financial planning, disbursement, daily transactions with the Bank offices, etc.;
· Implement, monitor and control flows, transactions, project assets, procurement, social insurance, taxes, etc.;
· Keep accounting and financial records as required by the Vietnam government and sponsor’s rules;
· Prepare accounting and financial reports and provide support in auditing works;
· Work with relevant stakeholders in the programme to ensure smooth accounting and financial activities.
Requirements
· University degree in accounting/ finance/ economics/ business administration or related fields;
· Good at English language skills;
· At least 03 years working experience in similar positions in ODA projects; having experience in auditing and taxation is an advantage.
· Good knowledge of Vietnamese Accounting Standards and financial management rules, knowledge in research funding is an advantage;
· Competence in using Windows application software, knowledge in accounting and financial software is an advantage.
