TERMS OF REFERENCE
ESTABLISHING ORGANIZATION MODEL FOR FARMERS - NEW STYPE COOPERATIVES OF ORGANIC AGRICULTURAL PRODUCTS IN LUONG SON DISTRICT, HOA BINH PROVINCE.
I. INSTRODUCTION
The project “Study for policy recommendations to support for development of small and medium enterprises in agricultural sector – phase 2 and 3” funded by Spanish government
through Institute of policy and strategy for rural development. In 2010, the institute has conducted researches in Soc Son district, Hanoi city and Luong Son district, Hoa Binh province.
In the first year, the project has supported trainning of several famer groups on oganic vegetable production technics; product promotion and marketing skills; and acceptable institution for organic vegetable products.
The initial results have shown that farmers have shown their ability to produce quality vegetables as the instructions, the income from such activities is also a motive to encourage farmers in producing high quality products. The programme objectives are how to create a steady and sustainable incomes for farmers and how the farmer community can self-organize in production and business, linking with stakeholders in the value chain when closing the project and whether they could maintain and develop a production area of quality oganic agricultural products and takes avantages of mountain areas to produce and provide quality agricultural products for Hanoi city and industrial areas. Thus building up production and maketing cooperatives to produce and consume agricultural products is a neccessary in Hoa Binh province.
II. Objectives:
- Supporting farmers to build new type of cooperatives in organic agricultural products.
- Giving a legal capacity to farmers in negotiating with the in put and out put partners, authorities
- enabling Enabling them to improve production efficiently,
-building Building farmers’capacity in production planning and product marketing, financial management
- Enabling farmers to build contracts as well as effectively contribute to government policy to promote farmer associations in production and selling products to increase sustainable incomes for farmers.
To support effectively for the research activity, the Information Center for Agriculture and Rural Development needs to recruit 02 experts.
II. WORKING PURPOSE
Expert 1:
- Design 2 sets of questionaire (to evaluate the impact before and after carrying out the project).
- Write 10 lectures for the training and a report for the training result, including:
+ Implementation guide to cooperative law, conditions for establishing a cooperative and rule on operation
+ Institution analysis, the way to compile regulations of cooperative statute.
+ Construction of production strategies and schemes/plans for the organization
- A guide to registration procedure and a process of organizing a conference for establishing cooperative.
- Building processes of collective production
- Approach method and market demand evaluation for organic vegetables.
- Planning production and marketing plans (in the market orientation)
- Building economic contracts, methods for exchange of and develop relations with other stakeholders in value chain.
- Internal monitoring process and control of quality of products in organic vegetable production.
- Process of financial management for cooperative activities
- Recommend policies
Expert 2:
Responsiblity for consulting support to build the production co-operative, model of organic agricultural products in Luong Son district, Hoa Binh province.
- Processing, analysing and entering data.
- Writing a report to evaluate the status of organic agricultural product production and the demand for cooperation of famers joining cooperative activities.
- Taking part in traning course organized by expert 1.
- Writing 4 closing reports (each for 4 above activities)
- Guiding the founding board to draft charter with the participation of members.
- Consulting agricultural cooperatives to expand sale network.
- Instructing managing board to build strategic plans for production to meet market (production procedure).
- Instructing supervisory board to supervise internal, control quanlity of membership products.
- Instructing financial board to do finacial documents and write financial reports.
- Planning trading plans for collective groups
- Instructing administrative board of the cooperatives to build economic contracts and show the way to exchange information between stakeholders in value chain.
III. EXPERT No 1’S REQUIREMENT: : VNM2
- Master degree (or higher) in economics, agricultural economics, trading or others relevance
- An expert should have 05 -10 years of working experience and at least 2 years of in policy analysis on agriculture and rural sector.
- Fluency in English
- Ability for independent and group working.
IV. EXPERT No 1’S REQUIREMENT: VNM3
- Bachelor degree (or higher) in economics, agricultural economics, ruaral development
- An expert should have 05 -10 years of working experience and at least 2 years of in policy analysis on agriculture and rural sector.
- Fluency in English
- Ability for independent and group working.
V. WORKING MECHANISM
Working time:
Expert is recruited to work within 60-75 days (8 hours per day) from July 2011 to December 2011.
Salary:
The expert will enjoy the monthly salary based on the EU-UN cost norm, with income tax included.
